Overview
HHAeXchange supports agencies and caregivers in delivering better outcomes. Now, together with South Carolina’s HCBS program, we are helping providers comply with state and federal Electronic Visit Verification (EVV) laws by offering a simplified, user-friendly experience.
This partnership will help achieve a consistent EVV system across all of South Carolina’s HCBS waiver and home health programs, allowing for standardization of service names, units, and policies.
Enhanced system capabilities will help you:
- Maintain accurate worker records
- Support worker scheduling and availability
- Improve reporting
- Address coordination of third‑party liability.
These improvements are intended to simplify operations, reduce administrative burden, and improve service accuracy and oversight.
Moving forward, you must either use the HHAeXchange EVV portal (at no cost to you) or a vendor that integrates with HHAeXchange and meets state requirements under the new open model.

Live and On-Demand Training
HHAeXchange offers a number of live and on-demand trainings to help South Carolina providers understand and meet their EVV compliance numbers.
Soon, you will be able to join your first info session. These introductory sessions help providers get familiar with the EVV system, implementation requirements, available training, and next steps.

Why is EVV necessary?
EVV is used to electronically record and verify in-home, applicable service visits. It helps:
- Ensure individuals receive services as planned and authorized
- Improve accuracy of payment for services provided
- Maintain compliance with state and federal regulations
Do I have to use HHAeXchange? Or can I use another EVV vendor?
All providers must use either:
- The HHAeXchange EVV Portal (at no cost)
- An existing EVV vendor that integrates with HHAeXchange to aggregate visit data (providers must confirm their vendor meets this requirement) and meets state requirements under the new open model
If you currently use a third-party EVV system, you may continue to do so as long as your vendor meets the integration requirements to transmit data to HHAeXchange and meets state requirements under the new open model
What if my current vendor doesn’t integrate with HHAeXchange?
You will need to either use the HHAeXchange EVV Portal directly (at no cost) or switch to a vendor that integrates with HHAeXchange.
What other benefits does HHAeXchange offer outside of compliance?

- An easy-to-use caregiver mobile app available in 20+ languages
- Seamless transmission of EVV data to the state aggregator
