New York, New Standards. We’re Here to Help.

We’re here to help you meet these new standards with features and integrations built with New York in mind.

What is the New York DOH Mandate?

The New York State Department of Health is rolling out a new mandate requiring all health plans to report Electronic Visit Verification (EVV) compliance data.

For the first time in New York’s history, there will be a formal, enforceable standard for how payers and providers meet EVV compliance requirements across the state.

What’s Changing for Me?

There are 5 key changes rolling out from September to November 2026. Explore your available resources and learn more below ↓

ArchCare Senior Living, Hamaspik Managed Care, and VillageCareMAX have joined HHAeXchang’s linked payer network. Those providers should capture EVV through HHeXchange only starting October 1. Joining them is MetroPlusHealth, with a go-live of November 1.

To standardize and streamline how agencies manage their caregiver information, caregivers will now need a registry number in their profile and on every claim.

You need to add the correct ID numbers to your caregiver profiles by October 1, 2026. Some payers may reject claims without a correct caregiver ID.

What do I need to do?
  • Add the HHAeXchange Registry number to caregiver profiles for home health aides
  • Add the Added/Checked Registry Date

“Is my payer rolling out billing edits?”

United Healthcare Community Plan of NY (UHC) and Fidelis Care have dates set. Aetna Better Health of NY will have dates set soon, and there will be more payers setting dates in the near future.

Key Billing Hard Edits Dates:

  • Oct 1 – United Healthcare Community Plan of NY
  • (You must bill out of HHAeXchange starting Oct 1, 2026)
  • Nov 1 – Fidelis Care
  • TBD – Aetna Better Health of New York

Agencies need to carefully document EVV in HHAeXchange for full compliance. This is because your health plans now need to report that EVV data to the state every quarter.

This report will have the same EVV data that you’re already tracking via your payer contract and billing workflows.

What you need to do
  • Generate the NY DOH Agency Report to prepare and submit your EVV compliance data
  • Complete and submit your Q3 report by Oct 31, 2026
What you need to do
  • Make a habit of reviewing the State & Health Plan EVV Compliance Report to monitor your payer-reported metrics
