Overview

What Is the NYS DOH EVV Mandate?

The New York State Department of Health (DOH) mandate is a new requirement for all health plans operating in New York to report on their Electronic Visit Verification (EVV) compliance data.

It’s a major shift in homecare compliance requirements aimed at reducing fraud, waste, and abuse.

If you are a home care provider delivering services to members of a New York-contracted health plan, this mandate sets new expectations for how visits are captured, verified, and reported.

As part of this mandate, health plans must submit quarterly reports on EVV compliance across their provider networks.

DOH Mandate Compliance

  • EVV visit records must match paid claims for visits during the reporting period
  • If a claim line has multiple visits, every visit MUST have a compliant EVV record
  • Provider EVV compliance within each health plan’s network is determined by these matching records

Quarterly Reporting Periods

SFY 2027 Q1 April 1, 2026 – June 30, 2026 – Response due by July 30, 2026
SFY 2027 Q2 July 1, 2026 – September 30, 2026 – Response due by October 30, 2026
SFY 2027 Q3 October 1, 2026 – December 31, 2026 – Response due by January 30, 2027
SFY 2027 Q4 January 1, 2027 – March 31, 2027 – Response due by April 30, 2027

Requirements

  • Your payer is now required to report EVV compliance data to the DOH
  • Visits that are not EVV-compliant may be flagged in your payer’s compliance report
  • HHAeXchange is the platform your payer uses to collect, track, and report EVV data
  • Providers who have a portal but are NOT linked to your payer in HHAeXchange, please contact TCC to request linking
  • Providers who are linked to the payer in HHAeXchange but are still using an internal contract, please make sure to start merging your member records to the linked contract for EVV compliance
  • Already-linked providers should review their visit capture practices to make sure they reach full EVV compliance

Sponsored Portal (Standard / Professional App) Providers

If you access HHAeXchange through a payer-sponsored portal, this guide will help you:

  • Complete the initial setup for your linked payer contract
  • Start scheduling and submitting visits using EVV
  • Comply with payer authorization and billing requirements
  • Start using the the Conflict Management dashboard to quickly resolve visit exceptions (if applicable for your payer)

Alt EVV (Third Party EDI) Providers

If your agency uses a third-party EVV system, you can connect that system to HHAeXchange through an Electronic Data Interchange (EDI) integration. This allows visit data from your existing EVV system to be shared with HHAeXchange to support payer and state EVV requirements.

EDI requirements can vary by payer and state.

You should review the HHAeXchange Info Hub for each payer you work with to understand any specific integration, onboarding, or compliance requirements that may apply. You can locate your payer in the Provider Info Center.

Enterprise Providers (HHAeXchange Platform Users)

As an HHAeXchange Enterprise provider, you have specific workflows, requirements, and best practices to follow as this mandate is rolled out.

This New York Info Hub will serve as your go-to resource for Enterprise Provider information, including:

  • Guidance on linked contracts
  • Record management
  • Compliance
  • Visit maintenance

Your Quarterly Department of Health (DOH) Reporting Requirement

The New York State DOH now requires health plans to submit quarterly EVV compliance reports.

These reports measure paid claims against the percentage of home care visits that meet EVV verification standards across each plan’s provider network.

These reports contain:

  • Total paid claims per provider by Line of Business
  • Total EVV-compliant visits per provider
  • Provider MMIS number, NPI, and name
  • Line of business / program code
  • Paid claims data matched to visit records

SFY 2027 Q1 April 1, 2026 – June 30, 2026 – Response due by July 30, 2026
SFY 2027 Q2 July 1, 2026 – September 30, 2026 – Response due by October 30, 2026

How HHAeXchange Supports Your Reports

HHAeXchange is building provider and payer-facing compliance reports to help both parties meet the DOH requirement.

Here is what’s in the works:

For Payers

A quarterly summary-level EVV compliance report per plan in a DOH-approved format.

Reports will include EVV compliance rates by provider and line of business.

For Providers

A provider-facing version of the compliance report in HHAeXchange.

Providers will be able to see the data their payers are reporting on their behalf and make corrections as needed.

 

Provider reports will be rolled out on a per-payer basis as each plan’s data is validated.

Keep an eye out for communications from HHAeXchange and your payer when your report becomes available.

 

What Providers Can Do Now

While payer-specific reports are being finalized, providers can still take action today by asking these questions:

  • Are all visits being captured using EVV (mobile app or telephony)?
  • Are you linked to each payer you are contracted with in HHAeXchange?
  • If you received authorizations from a payer in HHAeXchange, did you use your linked contract for visit entry and billing?
  • If you are an Enterprise provider using internal contracts, are you working with your payer CSM to transition to linked contracts?
  • Are you reviewing and resolving open visit conflicts in the Conflict Management dashboard?
