Abcor Home Health has been a trusted, family-owned agency serving diverse communities in Illinois for 20 years. Today, the organization provides homecare services to over 1,800 Medicaid participants with the help of 1,600 dedicated caregivers across Illinois and Pennsylvania markets. Abcor’s mission is to provide quality care to individuals and enable them to preserve their independence and quality of life, in the comfort of their home. Abcor does this through talented employees that uphold Abcor’s core values: Community, Collaboration, Commitment, Communication and Compassion.
Abcor’s 2025 vision included a new innovative ecosystem that drives innovation and capital efficiency while adhering to compliance, policy, and regulation. HHAeXchange plays an important role in our ecosystem because it makes managing and monitoring EVV compliance simple and user-friendly. Visit data is available in real-time allowing for supervisory intervention when visit changes occur.
A key factor in selecting HHAeXchange is the variety of partnerships they maintain with state agencies and business partners. HHAeXchange is presently integrated with our Human Resources Information System reducing onboarding burden. In addition, they partner with the State of Illinois as the state’s selected EVV vendor and aggregator. This partnership supports Abcor in adhering to EVV compliance, data integrity, standardization, and integration.
Beyond empowering supervisors with real-time visit data, HHAeXchange gives Abcor visibility into centralized reporting and dashboards that are easily accessible by all levels of the company. The Master Week scheduling function ties schedules directly to authorizations, creating a seamless way to monitor compliance and prevent gaps in care.
Sandra Kester, Director of Operations shared how transformative the reporting has been for her team, saying, “With just one click, I can quickly assess staffing needs—seeing how many master weeks are set up, which participants are missing a master week or schedule, and where temporary aides are filling in.”
“HHAeXchange also offers insights into overserved and underserved hours so that schedules can be immediately adjusted. For example, the ‘Comparison of Hours’ report shows what’s been authorized, what’s been scheduled, what’s been served, and what hasn’t been served. That’s incredibly powerful.” She’s also able to easily share these insights with the rest of the organization – sending regular reports to operational and management team members for visibility and actionable steps.
The proactive Electronic Visit Verification (EVV) data insights don’t just solve staffing challenges—they also protect agencies from EVV compliance risk by ensuring every scheduled hour is tied to authorizations and documented accurately. With HHAeXchange, providers gain the visibility and safeguards needed to operate with confidence.
The most important improvement Abcor experienced is on demand EVV compliance scores by individual caregiver, by branch, and companywide. Prior to HHAeXchange, Abcor adopted a manual process for calculating EVV compliance scores. Kester estimates EVV compliance was between 79-84% because there were previous difficulties addressing the visit data in real-time and on-demand reporting capabilities. Caregiver adoption of Abcor’s former EVV application hovered at 80-85%.
While implementing HHAeXchange, Abcor found methods to support a quick adoption with hands on support for caregivers. “Today, we have a 94% adoption rate of caregivers downloading the HHAeXchange application and linking to Abcor.” This success is also attributed to new business practices Abcor implemented that provide hands on support to caregivers during their onboarding experience. Caregivers have the ability to adapt to new tools when properly supported by their employer.
The results were nearly immediate. By just the second week of implementation, 1,150 caregivers clocked in at 100 percent EVV compliance. “Rodrigo from the implementation team told me, ‘I need to check this again because I don’t know if I believe it,’” Kester said with a smile. “But it was true—our caregivers were clocking in 100 percent of the time.”
This success shows the importance of HHAeXchange’s EVV compliance-first workflows. By safeguarding agencies with processes that ensure every visit is verified and every record is audit-ready, HHAeXchange helps providers like Abcor reduce risk, avoid penalties, and strengthen operational integrity.
What excites Kester most is not only the EVV compliance score, but the immediate visibility into the data. “I can see how many caregivers have been compliant with EVV and their independent percentage,” she explained. “Most states want over 85 percent, and Illinois requires 75 percent, but my goal is to maintain over 90 percent.”
She also sees value in the detail that HHAeXchange provides. “It’s such a great incentive to be able to track this. If Caregiver A is clocking in 100 percent of the time but Caregiver B is only at 10 percent, I can go directly to the source and find out what’s causing the gap. It lets me drill down all the way to a 15-minute deviation if I need to. That’s huge. I can hand [my office staff] the problems, and they solve them. That’s a huge time saver.”
Kester encourages leaders to focus on facts. The facts are, HHAeXchange gave us the necessary tools to increase our EVV compliance score. “HHAeXchange gave us the nuts and bolts, and our team built best practices around it. The implementation was incredible. It felt like a true partnership.”
“However, our work together is not done. HHAeXchange continues to support us beyond implementation and advocate for changes around other bottlenecks that Illinois providers face, such as, bulk billing through the Illinois Department of Human Services – Division of Rehabilitation Services and the Veteran Affairs Community Care Network”. For any provider on the fence about their current EVV solution, Abcor Home Health encourages Illinois providers to consider partnering with HHAeXchange, so that as providers, together, we have a more impactful value proposition for the employee file system enhancements necessary to operate under Illinois Medicaid Waivers. “
Ultimately, Kester believes the greatest benefit has been peace of mind. “It gives me peace of mind knowing people are getting the right service in the right location for the right duration,” she reflected. “That’s the ultimate goal: better compliance, better service, and supporting our caregivers.”
By adopting HHAeXchange, Abcor not only transformed its EVV compliance from below 85 percent to over 90 percent, but also safeguarded its operations with compliance-driven workflows and actionable insights. With every visit verified, documented, and audit-ready, Abcor’s leadership has the peace of mind that members receive the right care while the agency maintains the highest standards of compliance and integrity.
